Guangxi’s agricultural authorities have introduced new measures to further strengthen epidemic prevention and control for livestock and poultry transport vehicles.

The Agriculture and Rural Affairs Department of the Guangxi Zhuang Autonomous Region has issued a notice to strengthen epidemic prevention and control management of livestock and poultry transport vehicles, consolidate the foundation of disease prevention and control, and clarify the following matters:
I. Ensure proper registration of livestock and poultry transport vehicles. Vehicles must be registered with the county-level agriculture and rural affairs department through the “MuYunTong—Gui” system, submitting the required documentation. Upon approval, an electronic registration QR code will be generated; vehicles already registered in other provinces are exempt from re‑registration. Local authorities are to intensify publicity on the registration process and urge relevant entities and individuals to comply.
II. Optimize the construction and verification of livestock and poultry transport vehicle cleaning and disinfection centers (cleaning‑disinfection centers), refine the construction requirements, and encourage breeding and slaughtering enterprises to establish either in‑house or publicly accessible cleaning‑disinfection centers. For newly constructed centers seeking verification, submit a report to the county-level agriculture and rural affairs department; following on-site inspection and municipal review, the application shall be submitted to the Autonomous Region Department of Agriculture and Rural Affairs for unified public announcement.
3. Strengthen epidemic prevention management of livestock and poultry transport vehicles by rigorously verifying vehicle registration; require rectification for vehicles that have not been registered. Vehicles must be cleaned and disinfected before loading and after unloading, and may not leave the premises until such procedures have been completed following unloading. Disinfection centers are required to operate in compliance with established standards, issue relevant certificates, and retain records for at least two years. Vehicles are encouraged to undergo disinfection at designated public centers, though self‑disinfection is also permitted. Intensify oversight and enforcement, promptly address violations, and implement dynamic management of disinfection centers, removing from the publicly listed roster any facilities that fail to meet the required standards. Leverage information‑technology systems to achieve end-to‑end closed-loop supervision across the entire supply chain.

Monitoring and Evaluation
|
Following on-site sampling and testing conducted by the county-level animal disease prevention and control agency or a qualified third-party institution, the cleaning and disinfection efficacy was monitored and evaluated, with results meeting the required standards.
